Umatilla Pedestrian Bridge Replacement – Umatilla, OR

Project Summary

The Umatilla Pedestrian Bridge Replacement Project replaced the existing damaged pedestrian footbridge with an elevated full-span bridge. The footbridge was damaged during two flood events on the Umatilla River that resulted in Presidential Disaster Declarations in April 2019 and February 2020.

Design Considerations

Due to the risk of damage at the original alignment elevation and the backwater effects from the nearby Columbia River, J-U-B ENGINEERS designed a single-span footbridge to accommodate 100-year flood events with sufficient freeboard. The north and south approaches were elevated and protected to reduce the approach gradient to be ADA compliant and to protect the abutments from erosion.

Environmental Services Group (ESG) Role

J-U-B’s Environmental Services Group (ESG) was crucial to the project’s success. Working in close coordination with the Federal Emergency Management Agency (FEMA), U.S. Army Corps of Engineers (USACE), Oregon Department of State Lands (DSL), and the City of Umatilla, ESG conducted biological surveys and a wetland and waters delineation.

Permitting and Compliance

The ESG prepared the biological document, wetland report, and a Joint Permit Application for submittal to USACE, Oregon Department of Environmental Quality (DEQ), and DSL. Subsequently, 404 and 401 permit coverage were obtained, along with a removal/fill permit from DSL. The project was completed in spring 2025.
