Project Overview
The Umatilla Entry Monument project reflects a multi-year collaboration between the City of Umatilla, Oregon, and J-U-B to design and construct a signature gateway feature. J-U-B provided planning, conceptual design, structural engineering, and visualizations—including hand sketches, 3D renderings, and physical models—to bring the City’s vision to life. The final monument, inspired by natural basalt formations, combines artistic elements with durable concrete construction to create a distinctive and lasting community landmark.
Challenges
One of the biggest challenges was aligning the design with evolving leadership preferences and budget constraints while maintaining the project’s visual and structural integrity.
How We Addressed the Issues
J-U-B worked closely with the City across multiple design iterations, adapting to changes in scope and funding. After high bids stalled the project in 2022, J-U-B recommended shifting to a Construction Manager/General Contractor (CMGC) approach. Partnering with Cascade Civil Corp enabled collaborative value engineering and cost control without compromising the monument’s design.
Results
The monument was completed in 2025 and now serves as a striking entry feature for the City of Umatilla. It highlights local identity, improves visual appeal, and creates a sense of place for residents and visitors.
