Project Overview
J-U-B ENGINEERS completed a planning study for UDOT Region 3 focused on evaluating a frontage road system at the I-15/Pleasant Grove Boulevard Interchange in Pleasant Grove, Utah. Traffic operations were assessed using Synchro and VISSIM models at 18 existing and 31 future intersections. The study identified required improvements to intersections and corridors and included recommendations for optimized signal timing and coordination to meet both current and future transportation demands.
Concept Development and Recommendations
Following the traffic analysis, J-U-B created conceptual layouts and cost estimates for the proposed frontage road system. A prioritization and phasing plan was also developed to align with UDOT’s 2018–2023 STIP, ensuring the project could be effectively scheduled and funded.

J-U-B’s work encompassed a broad range of planning and engineering services including data collection, travel demand modeling, traffic analysis, signal timing and coordination plans, concept and alternatives development, corridor planning and operations, GIS mapping, concept designs, cost estimating, project prioritization and phasing, and the preparation of supporting documentation and exhibits.
