State Highway 16 Specific Area Plan, Nampa, Idaho

In collaboration with the City of Nampa Planning and Zoning Department, J-U-B led the Specific Area Plan process for a portion of the city located on the eastern edge of Nampa city limits. The planning area will soon be traversed by a new State Highway 16 extension, providing a much-needed north-south route through the Treasure Valley, beginning at I-84 just west of McDermott Road. While the City of Nampa’s Comprehensive Plan identifies future land use for parcels within the city’s Area of City Impact, the Specific Area Plan provides more detail regarding strategic land use designations, transportation and circulation, as well as design and development standards to ensure a cohesive district identity.

Throughout the process, J-U-B provided project coordination, leading public involvement efforts (stakeholder interviews, steering committee formation and facilitation, public survey and open house), collecting baseline data and developing GIS tools to support technical analysis and to facilitate public engagement. Land use concepts were developed along with transportation recommendations, and potential design themes. Implementation and funding mechanisms were also identified. The plan was submitted was adopted in February 2023 and was awarded the Kenneth G. Waido Award for Planning Team of the Year by Western Planner, Inc. that same year.

Technology District Urban Renewal Plan, Post Falls, Idaho

J-U-B assisted the Post Falls Urban Renewal Agency, Beyond Green, Inc. (a private developer), and the City of Post Falls with developing a 350-acre, mixed-use light industrial, commercial business park and shopping center on the north end of the City of Post Falls with the creation of a new urban renewal district utilizing tax increment financing. Tasks completed by J-U-B included:

  • An amendment to the City’s Comprehensive Plan
  • Creation of a new Technology-Mixed zoning district
  • Preparation of an Eligibility Report as a basis for creation of a new 831-acre Urban Renewal District
  • Assisted with completion of the Urban Renewal District Economic Feasibility Analysis
  • Conceptual site and infrastructure planning
  • Public hearing representation

Multi-agency coordination and public engagement including Post Falls Urban Renewal Agency, Idaho Transportation Department, City Road, water, and wastewater departments
