Rosalia Wastewater Collection System Improvements – Rosalia, WA

Project Overview

Following the approval of the Wastewater Facility Plan Amendment and General Sewer Plan Update in 2017, J-U-B ENGINEERS assisted the Town of Rosalia in securing funding for a multi-phase sewer collection system improvement project. Through agreement WQC 2019 RosWtr 00142, the Town received up to $2.9 million in grants, $300,000 in forgivable loans, and $3.6 million in loans.

Assessment and Preliminary Work

Design efforts began in 2019 with a comprehensive topographic survey and detailed investigation of the sewer collection system. This included extensive manhole inspections and sewer camera work focused on problem areas identified in the 2017 update. J-U-B also developed a draft GIS map of the system, which will continue to evolve as more infrastructure data is added.

Phase 1 Improvements (2020)

The first phase of improvements was completed in 2020 and included:

  • Replacement of 5,500 feet of sewer pipe

  • Replacement of 24 manholes

  • Replacement of 1,400 feet of water main to ensure sanitary separation

  • Roadway repaving over the replaced utilities

  • Repair of multiple water line leaks

During this phase, J-U-B helped the Town secure an additional $490,000 in grant funding from the Washington State Department of Commerce (Legislative Proviso funds). The team also provided property boundary research and restored property pins affected by the work.

Phase 2 Improvements (2021-2022)

Phase 2 was completed over two years:

  • 2021:

    • Replacement of 2,040 feet of sewer main

    • Replacement of eight manholes

    • Replacement of 2,300 feet of water main and services

    • Correction of recessed manhole lids contributing to surface water inflow

    • Identification and elimination of leaking water mains contributing to sewer infiltration

  • 2022:

    • Replacement of 1,550 feet of sewer main

    • Replacement of nine manholes

    • Installation of new water service connections

A notable reduction in extraneous flow was observed immediately following the 2021 work.

Project Results and Impact

By the end of the project, over one-third of the Town’s sewer mains and about half of the manholes had been replaced. J-U-B played a hands-on role in construction management and cost monitoring, helping to minimize impacts on local sewer and water rates. These improvements have significantly addressed the Town’s most problematic sewer areas, effectively reducing inflow and infiltration, and enhancing system reliability for the future.
