Project Overview
The Port of Pasco Waterline and Road Improvements project supported the development of a major dairy processing facility in the Reimann Industrial Park. J-U-B had been involved since the project’s inception, completing the original master plan and design prior to managing construction. The Port’s portion of the work focused on delivering critical infrastructure—roadway and waterline improvements—to support the facility’s accelerated construction timeline and future operations.
Challenges
The client faced an aggressive schedule to meet commitments made to the dairy processor. While the Port was responsible only for the road and waterline, several other overlapping utility and facility construction projects were happening simultaneously, including wastewater, sewer, power, gas, rail, and cold storage—all led by different entities. Coordinating around these efforts was a major logistical challenge.
How We Addressed the Issues
To meet the timeline and avoid material delays, J-U-B fast-tracked the waterline design and issued an early bid package so the Port could procure materials ahead of construction. Work on the roadway proceeded while other designs were still being finalized, requiring flexibility, close coordination with external teams, and frequent field changes. J-U-B’s team maintained clear communication and managed expectations from the start, helping the client navigate changes efficiently.
Results
Despite the complexities, the Port successfully delivered their portion of the project within the revised schedule. The coordination and proactive management kept the anchor tenant satisfied, allowing the broader industrial park development to move forward.
