Project Overview
Veolia selected J-U-B ENGINEERS, Inc. for a critical water supply improvement project spanning several miles across central Eagle, Idaho. The initiative required an accelerated timeline and extensive coordination with multiple stakeholders, jurisdictions, and design disciplines.
Initial Planning and Survey
The project began with comprehensive utility mapping and a topographic ground survey of multiple potential pipeline corridors, stretching from western Eagle to the eastern edge of Boise. J-U-B conducted a thorough routing analysis that assessed utility congestion, surface repair types, public disruption, critical crossings, permitting requirements, easement needs, and cost considerations.
Route Selection and Preliminary Engineering
Working closely with SUEZ, J-U-B identified the preferred route and compiled the Preliminary Engineering Report (PER). Despite a tight schedule, the team was asked to begin final design in July 2018—prior to the PER’s completion.
Accelerated Design Timeline
To meet the aggressive timeline, the project was divided into five phases. All five were fully designed and ready for bid by December 2018, just five months after design commenced. J-U-B managed the full scope of design, permitting, and entitlement efforts.
Engineering Highlights
Key engineering tasks included:

Designing over seven miles of water main improvements (20- to 24-inch diameter)

Coordinating with the client’s hydraulic modeling firm to evaluate pipe sizing and routing

Researching and designing a 1,300-foot horizontal directional drill (HDD) beneath the Eagle Road/State Highway 44 intersection

Holding numerous coordination meetings with stakeholders and jurisdictional agencies

Evaluating HDD pipeline materials and assisting with the pre-ordering of long-lead items
Easements and Permitting
J-U-B successfully negotiated eight private easements and executed five license agreements for irrigation facility crossings. The team also secured rights to three flushing stations along the route—granted by ACHD, the City of Boise Parks and Recreation Department, and the Ballentyne Ditch Company.

Construction Support and Recognition
J-U-B also provided project bidding assistance, value engineering, and construction support services. This high-profile and technically complex project earned 1st Place in the 2021 ACEC Idaho Engineering Excellence Awards in Category G – Water Resources.
