Project Overview
The City of Post Falls Outfall Replacement project addressed the need for increased discharge capacity from the Water Resource Facility (WRF) to the Spokane River. Leveraging the Construction Manager/General Contractor (CM/GC) alternative delivery method, the project tackled complex construction conditions while maintaining continuous facility operations.
Project Complexity and Environmental Sensitivity
This was a highly challenging effort involving:
-
In-water construction within a streambed containing elevated metals concentrations
-
Preservation of sensitive biological habitats
-
Steep and constrained terrain
-
The need to maintain existing discharge during construction
Despite these challenges, a new 30-inch diameter outfall pipeline was successfully installed, enhancing capacity to meet future flow demands.
Design Leadership and Industry Impact
J-U-B ENGINEERS led both the design and construction phases of the outfall replacement, coordinating efforts alongside ongoing WRF tertiary treatment upgrades. The team explored tailored solutions that aligned with the City of Post Falls’ long-term goals while also defining new treatment strategies with broader relevance to the regional wastewater industry.
Outcome
The successful completion of this project demonstrates J-U-B’s expertise in environmentally sensitive infrastructure, alternative delivery methods, and forward-thinking design—supporting sustainable growth and innovation in wastewater management.
