Project Overview
J-U-B ENGINEERS partnered with the North Highway District (HD) of Idaho on a Culvert Replacement Project in Lewis County, between Nez Perce and Craigmont. Three culverts along Hole’s Creek were in disrepair and had become filled with sediment and overgrown with vegetation, limiting their function and restricting water flow.
Environmental Coordination
As part of the permitting process, the J-U-B Environmental Services Group (ESG) successfully coordinated with the National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) for the West Coast Region. The coordination focused on minimizing impacts to steelhead trout, which are listed as threatened under the Endangered Species Act (ESA) and are a NMFS Listed Resource of Concern.
Design and Compliance
To ensure fish-friendly infrastructure, J-U-B ENGINEERS designed the culverts in accordance with the NOAA Guidelines for Salmonid Passage at Stream Crossings in Oregon, Washington, and Idaho. The project design also avoided impacts to other ESA-protected species, including the monarch butterfly (Danaus plexippus) and Spalding’s catchfly (Silene spaldingii), and ensured the protection of migratory bird species.
Long-Term Benefits
In addition to meeting regulatory requirements, the project will improve stream flow and enhance fish passage in the watershed, ultimately providing long-term environmental benefits for steelhead trout and the surrounding ecosystem.
