Project Overview
The Environmental Services Group (ESG) is working on multiple Watershed Protection and Flood Prevention Act (Public Law 83-566) projects across several states, including Colorado, Wyoming, Utah, and Idaho. One such project is the Logan River Watershed Project in Logan, Utah. For this PL-566 pressurized irrigation, secondary water, flood prevention, and watershed improvement Plan–Environmental Impact Statement (EIS), ESG is coordinating the entire environmental documentation and management process, involving multiple federal, state, and local agencies, organizations, and an engaged public.
Project Components
The Logan River Watershed Project is a complex initiative that includes the relocation of the Crockett Avenue Irrigation Company (CAIC) river diversion, creation of water storage and pump stations, installation of new hydropower turbines, and development of a new pressurized irrigation system featuring a 120-mile distribution pipeline network. Additional components include the reconstruction of the Crockett Diversion, increased Logan River instream flows, enhanced Little Logan base flows, improved floodwater overflow systems, and the construction of recreation trails.
Public Involvement
The ESG worked closely with a highly engaged public—receiving over 900 comments during the scoping process—to revise alternatives in the Draft Plan-EIS. These revisions aimed to resolve key controversies and reflect community priorities, particularly regarding concerns over piping the Little Logan.
Coordination and Oversight
The ESG is managing the development of the Watershed Plan-EIS, which is scheduled for public review in November 2025 and remains on track. Coordination efforts include working with the lead federal agency, the Natural Resources Conservation Service (NRCS), multiple cooperating agencies such as the U.S. Army Corps of Engineers (USACE) and the U.S. Environmental Protection Agency (EPA), and the project sponsors: Cache Water District, Logan City, North Logan City, Hyde Park City, and CAIC.
Environmental and Regulatory Work
ESG environmental specialists conducted all fieldwork and analysis required for the Biological Assessment and Aquatic Resources Delineation. Based on this analysis, ESG is coordinating Endangered Species Act Section 7 consultation between the NRCS and U.S Fish and Wildlife Service (USFWS) for species including the Ute Ladies’ Tresses and yellow-billed cuckoo. ESG is also facilitating Clean Water Act Section 404 permitting with the USACE.
Additionally, ESG coordinated cultural resource surveys and is assisting NRCS with Section 106 compliance under the National Historic Preservation Act (NHPA). Other specific analyses include a Clean Air Act General Conformity analysis (40 CFR Part 93 Subpart B).
Documentation and Editing
For all documentation, including over 20 technical memos, ESG provided comprehensive technical editing services, including content editing, copyediting, and proofreading, to ensure clarity, accuracy, and compliance with all regulatory requirements.
