DWCCC Pressure Irrigation Transmission Line – Sunset, UT

Project Overview

The Davis and Weber Counties Canal Company (DWCCC), in collaboration with J-U-B ENGINEERS, Inc. and its subsidiary The Langdon Group, developed an innovative design, public outreach, and construction strategy to address growing demands on the secondary water pressure irrigation system serving Clinton and West Point Cities in Utah.

Project Scope and Objectives

J-U-B provided comprehensive services including:

  • Modeling, planning, and surveying

  • GIS and public involvement coordination

  • Final and post-design services

  • Funding support and proposal development for contractor selection

A key goal was to minimize risk during the design and construction of a $2.9 million project consisting of 4,600 linear feet of 42-inch PVC pressurized irrigation transmission line along the 1300 North roadway corridor. This infrastructure upgrade serves approximately 36,000 residents in Davis and Weber Counties.

Construction Management and Delivery

J-U-B prepared DWCCC’s request for proposals and assisted in selecting and integrating a Construction Manager/General Contractor (CMGC), ensuring a streamlined and collaborative approach throughout the project.

Site Challenges and Stakeholder Coordination

The project was located in a highly developed area, intersecting the Union Pacific Railroad (UPRR) and Utah Transit Authority (UTA) tracks corridor, as well as passing through Sunset City. Extensive stakeholder coordination was required, involving:

  • Local schools, cities, and businesses

  • Property owners and third parties

  • Coordination of road closures, site access, schedules, and permit approvals

A major success of the project was the team’s collaborative effort in securing permits and working with UPRR and UTA to bore the pipeline beneath active commuter and freight rail lines without causing operational disruptions.

Outcome

Despite the complexity of the site and tight timelines, the project was completed within a 5-month accelerated schedule, achieving key goals in stakeholder engagement, risk mitigation, and infrastructure enhancement for the benefit of the broader community.
