Project Overview
The Ashley Valley Watershed Flood & Irrigation Project, funded through the USDA’s Watershed Protection and Flood Prevention Act (WPFPA), Public Law 83-566, was developed to serve Uintah County, Vernal City, and Naples City in Utah. This comprehensive project aimed to reduce flood damage, improve agricultural water management, and enhance recreational opportunities. Key components included preventing runoff, erosion, and sediment damage in the Coal Mine and Yellow Hills Sub-basins, conserving water by piping the Ashley Central Canal, and maintaining existing flood control benefits. In total, the project covers nearly 46,000 acres of watershed area.
Environmental Services and Regulatory Coordination
J-U-B’s Environmental Services Group (ESG) led the environmental assessment and compliance efforts critical to project approval. Their scope included wetland delineations, biological field surveys, and coordination of cultural resource surveys. ESG completed comprehensive biological and water resource inventories and fulfilled all NEPA requirements by preparing an Environmental Assessment in line with NRCS Watershed Management guidelines. Throughout the process, ESG facilitated regular coordination with municipal stakeholders, NRCS, and other agencies to ensure timely NEPA approval and project advancement.
