As a member of the Board of Directors and Aviation Services Group Manager at J-U-B, Toby plays a pivotal role in supporting not only the Aviation Services Group but the company as a whole. With a proven track record in managing general aviation contracts, he brings a wealth of project management expertise to every project. Toby’s clear and consistent communication enables him to address the needs of both his team and clients effectively, ensuring seamless execution of aviation planning, engineering, and construction projects from project formulation to completion.

Alex joined J-U-B Engineers in 2010 and brings extensive experience in airport and infrastructure design, contributing to projects across the Inland Northwest. While primarily focusing on aviation projects, he has worked on roadway, wastewater, and water storage and distribution projects. He holds a Bachelor of Science in Civil Engineering from the University of Idaho.

David started with J-U-B’s Construction Services Group in 2009 before moving to Aviation full-time in 2014.  He brings a strong understanding of aviation engineering, having worked on over 100 aviation projects across 25 airports in the Intermountain West.  While he enjoys the work and has a long history of successful aviation projects, his real passion lies in working with people.  David takes great pride in his role as a trusted advisor and expert resource to help his clients and their airports grow and succeed.

Kayla holds dual roles as Southern Idaho/Eastern Oregon Aviation Business Sector Lead and Project Manager at J-U-B’s Lewis-Clark Valley office in Clarkston, Washington. With 18 years’ experience and a specialization in transportation, her expertise spans roads, site development, and airport planning, design, and construction observation. Since 2006, Kayla has been actively engaged in numerous local projects. She takes great pleasure in collaborating with clients, driven by a passion for meeting their needs and enhancing the communities she serves.

Kimberly leads her team through a myriad of diverse airport projects to successful completion in Utah and Wyoming. She specializes in airport engineering with an emphasis on airfield pavement design, airfield lighting and signing, land use compatibility, airspace analysis, FAA grant management and DBE program administration. Through her 17 years of aviation focused design, construction and planning, Kimberly has carefully cultivated a service minded attitude of continual improvement which she employs while collaborating with clients, and local, State, and Federal agencies achieving positive and successful project outcomes.  She gains great satisfaction from working with and gaining the trust of her general aviation airport clients in rural areas of Utah and southwest Wyoming.

Neal has over 20 years of experience managing a variety of projects and helping to plan and implement solutions for federal, state, municipal, and private organizations. He has focused his career on serving local municipalities, counties, state government divisions, special service districts, and airports though out the intermountain west. He is a qualified client and project manager who advocates for the communities he serves.  Neal focuses his efforts on helping our team fulfill project requirements and provide a valuable work product to our clients.  His personal interest in clients’ leads to actionable project outcomes. His experience includes many years of GIS and planning; today he directs the J-U-B team that develops Airport Master Plans and strategies for planning future growth of airfield facilities along with ALP updates. Because of his background in technology and geography, Neal effectively develops intentional planning and implantation strategies for engineering and construction projects, airspace analysis, facility improvements, and land use considerations.

Shawn has been with J-U-B since 2000 and has been specializing in Aviation since 2014. He began his career as a drafter, advanced into the role of a designer, and furthered his career specializing in aviation design where he currently serves as the Technical Design Lead for the Aviation Services Group. Shawn specializes in Runway, Taxiway and Apron design as well as Airport Master Plan Layouts and Airspace Analysis. In his current role, he is responsible for standardizing and quality control of deliverables, assigning and tracking design tasks, technical resource planning, and training across the Aviation Services Group. Shawn is also a commercial instrument rated pilot with over 400 hours of flying experience and loves flying small single engine planes all over the Northwest.

Tim has over 22 years of experience in Civil Engineering and over 20 years with J-U-B. As the Aviation Group Program Manager/Project Manager for over 10 years, he has worked on a vast and diverse number of projects throughout the PNW Region. Tim has developed a strong reputation with local, state and federal agencies to advocate for the community we serve. His focus is to support his team and to provide resources to deliver successful projects while at the same time looking to further expand our aviation footprint.  Tim’s areas of expertise include pavement design, plan development, contract document review, and construction administration.

Vince is J-U-B’s Corporate Land Development Business Sector Leader, bringing more than 40 years of engineering experience managing complex land development and infrastructure projects across the intermountain west. His expertise spans site engineering and master-planned communities, storm drainage, grading, street and highway design, utility coordination, entitlements, and finding creative solutions. Vince has led diverse teams of professionals on projects ranging from master-planned communities and retail rollouts to distribution centers and institutional facilities. Known for his leadership, team building, communication, and ability to navigate multi-agency coordination, Vince consistently delivers successful outcomes on both private and public sector developments. He also serves as the Board Chair for of the American Council of Engineering Companies (ACEC) of Washington. Vince served on J-U-B’s Board of Directors from 2012 to 2025

Brad is J-U-B’s Land Development Business Sector Lead for the Coeur d’Alene–Spokane area, bringing more than 35 years of experience in both the public and private sectors across six western states. He has successfully led multidisciplinary teams in the development of residential and mixed-use communities, as well as retail, office, industrial, manufacturing, warehouse, hospital, college, and K–12 school projects. A trusted and experienced leader, Brad offers expertise in project management, public relations, design, entitlements, and construction, enabling him to deliver complex land development projects successfully. He also has extensive experience in urban renewal, including the use of tax increment financing (TIF), and has completed projects for municipalities, institutions, and private developers throughout the region. Brad is passionate about economic development and currently serves as Board Chair of the Coeur d’Alene Area Economic Development Corporation.

Darral serves as J-U-B’s Land Development Business Sector Lead for the Kennewick region and brings more than 30 years of engineering experience across industrial, commercial, medical, residential, and educational developments. His expertise spans the full project lifecycle, including land use planning, entitlements, permitting, feasibility studies, site layout and grading design, stormwater planning and analysis, utility system design, and transportation studies. Throughout his career, Darral has led multidisciplinary teams on large master-planned developments across the Pacific Northwest and is recognized for developing practical, creative solutions to complex project challenges while maintaining strong communication, sound judgment, constructability, and client-focused project delivery.

Jerron is a civil engineering professional with over 25 years of experience leading the planning and delivery of complex land development projects. He specializes in site development and provides strategic direction from early project vision through construction, helping clients navigate challenges and make informed decisions that lead to successful outcomes. As the Utah Land Development Group Lead, Jerron oversees multidisciplinary teams and fosters a collaborative environment focused on accountability, communication, and delivering high-quality results. He works closely with clients, architects, planners, and municipal agencies to align project goals, manage risk, and guide projects efficiently through regulatory processes. Jerron’s background in surveying and construction management supports his leadership approach by providing a strong understanding of site constraints, field conditions, and project execution. This perspective allows him to anticipate challenges early, improve coordination across disciplines, and deliver practical, buildable solutions. His experience spans a wide range of developments, including commercial projects, residential developments, educational facilities, regional hospitals, and large-scale retail centers. Jerron is known for building strong client relationships, leading effective teams, and delivering projects that meet both technical requirements and long-term community needs.

Angie has more than 17 years of experience in construction, design, and project management, with a strong focus on transportation projects for local and Federally funded agencies. She is a leader in J-U-B’s Surface Transportation Group, known for her calm demeanor, strong communication skills, and ability to manage fast-paced construction environments. Angie’s background in geotechnical engineering, paired with her expertise in contract administration and cost negotiation, makes her a trusted project manager for local agencies such as East Side and Worley Highway Districts. She is a corporate-wide resource for pavement design and materials specifications and is well-versed in the LHTAC Local Agency process.

Chris has more than 23 years of experience and serves as the Central Project Delivery Team Lead for J-U-B’s Transportation Services Group. He has led the design and construction of roadway and bridge projects throughout the western United States, including local, state, and federally funded projects in both urban and rural settings. Passionate about bridges, Chris enjoys the collaborative, multidisciplinary nature of bridge design and construction and makes a point to visit notable bridges whenever he travels. He is an active member of ACEC Idaho, having served on and led several committees, and was recognized as Engineer of the Year by the Southern Utah Branch of ASCE. Chris’s commitment to strengthening infrastructure, enhancing communities, and building up the professionals around him makes him a valued member of J-U-B’s leadership team.

With over 16 years of experience in transportation engineering, Dan brings deep technical expertise and regional understanding of projects across Colorado’s Front Range. Dan currently serves as the Colorado/Wyoming Business Sector Lead for J-U-B’s Colorado Transportation group. Dan’s work spans the full project lifecycle – from planning and design through construction oversight – for a wide range of municipal and state clients. Dan specializes in urban and rural roadway design, multimodal infrastructure, bridge reconstruction, and major corridor improvements. He has played a key role in delivering intersection redesigns, safety improvements, bike and pedestrian improvements, and corridor improvements that have directly supported the region’s growing communities.

John has over 29 years of experience in surface transportation for urban and rural transportation projects. He currently serves as the Project Delivery Team Lead for J-U-B’s Transportation Services Group. He has extensive expertise in managing both locally funded and Federal-aid projects throughout Utah. He is a strong advocate for multi-modal transportation, being a cyclist. John enjoys managing multi-disciplinary transportation projects providing solutions to improve local communities. John serves on the Board of Directors for the American Council of Engineering Companies (ACEC) of Utah and is an active member of the Local Government and Utah Transportation Department Liaison committees.

Kevin Smith is a transportation leader with more than 20 years of experience helping agencies successfully deliver complex transportation infrastructure projects throughout the western United States. His background spans transportation operations, traffic engineering, construction engineering, utility coordination and project delivery for local agency, state, and federally funded projects. Throughout his career, Kevin has served as engineer-of-record, project manager, and construction engineering lead on projects ranging from urban roadway reconstructions and corridor widenings to multimodal transportation improvements and major grant-funded infrastructure initiatives. This hands-on experience provides the technical foundation for his leadership and commitment to successful project delivery. As Project Delivery Team Lead, Kevin leads a diverse team of project engineers, designers, and technical professionals responsible for delivering transportation projects across the Pacific Northwest. He works closely with staff to build technical expertise, strengthen project delivery practices, and develop the next generation of leaders within J-U-B. By combining technical knowledge with strategic guidance and mentorship, Kevin helps teams navigate complex challenges and deliver projects that create lasting value for clients and communities. Kevin is passionate about developing people, advancing project delivery excellence, and fostering a culture of collaboration, accountability, and continuous improvement.

Riannon has 11 years of experience in transportation engineering, planning, and design, with a focus on traffic operations and multimodal transportation systems for local and regional agencies. She serves as the Northwest Regional Business Development Lead for J‑U‑B’s Transportation Services Group, leading and developing high-performing teams while advancing strategic initiatives across the region. Riannon is known for her approachable leadership style, technical expertise, and ability to foster collaboration across disciplines and offices. She plays a key role in aligning resources and delivering consistent, high-quality project outcomes. Her expertise includes signal systems, timing optimization, intersection design and safety, and context-sensitive illumination design. Riannon is a trusted resource across the company for transportation planning, traffic studies, and transportation design projects.

Tim has over 26 years of experience in surface transportation and currently serves on the Board of Directors and as the Idaho Region Lead for J-U-B’s Surface Transportation Business Sector. He has extensive expertise in managing both locally funded and Federal-aid projects throughout Idaho and has built his career on strong partnerships with local and state agencies to deliver successful projects that contribute to the development and growth of our communities. Tim also serves as the Alternate National Director for the American Council of Engineering Companies (ACEC) of Idaho and is an active member of the Transportation Funding and Idaho Transportation Department Liaison committees. He is a strong advocate for sustainable infrastructure funding and workforce development initiatives.

Vijay has over 22 years of experience in traffic engineering, safety, planning, environmental, and surface transportation design. As the Utah/Nevada Region Lead for J-U-B’s Surface Transportation Business Sector, he oversees marketing/business development, proposal development, contracting, and project delivery. He fosters integrity and accountability within teams, where every team member feels trusted, valued and appreciated. He prioritizes delivering quality, building trust with clients and strategic teaming partners. Vijay’s core passion is traffic modeling and operations and is a Subject Matter Expert (SME) for J-U-B.

Shane Dyer is a member of the Board of Directors and the Surface Water Business Sector Leader at J-U-B Engineers. He began working in the engineering industry in 1998 and brings more than 22 years of professional engineering experience in water resources, infrastructure, and project delivery. He holds a Master of Science in Civil Engineering and a minor in Business Management from Brigham Young University’s Marriott School of Business.

Shane is recognized for his expertise in dam engineering, hydrology and hydraulics, irrigation engineering, flood control, stormwater management, and water resources planning. He has led multidisciplinary teams on complex, large-scale projects throughout the western United States.

Shane has been recognized for both professional achievement and community leadership, including serving as President of ACEC Nevada, being named the American Society of Civil Engineers (ASCE) Young Engineer of the Year in 2014, and being recognized as one of Reno’s 20 Under 40 in 2017. He remains committed to advancing the engineering profession through mentorship, innovation, and the delivery of practical solutions to complex water resource challenges.

Ben has over 40 years of engineering experience with an emphasis in water rights, piping and pump systems, water distribution, wastewater engineering, and well drilling. His areas of expertise include irrigation systems, urban stormwater drainage, hydraulic engineering, environmental review and planning, water conservation, water conveyance systems, pipeline design, sewage collection systems, and grant and loan applications. Ben has a BS in Petroleum Engineering from Montana Tech and a MS in Civil Engineering from Washington State University.  He holds PE licenses in WA, OR, ID, UT, and NV and is a Certified Water Rights Examiner in WA, OR, ID, and UT.  He is also a Water Distribution Manager in WA, a Licensed Well Driller in WA, and a Water Rights Surveyor in NV.  In his spare time, he enjoys mountain biking and trail running on the amazing trails around Reno.

Bryce has more than 27 years of experience in municipal and water resources engineering, with specialized expertise in water, sewer, streets, pressure irrigation systems, canal systems, and utility design.  He has been the designated Clinton City engineer for over 23 years and understand cities needs as they grow and as infrastructure ages.  He has overseen $50 million in street, water, and sewer grants for Clinton City.  As J-U-B’s NRCS Watershed Program Lead, he plays a key role in the development of watershed projects across Idaho and Utah totaling over $110 million. Bryce has extensive experience working with both the NRCS and Bureau of Reclamation.  His past work includes leading design and construction for more than 14 miles of canal improvements totaling over $53 million.

Jamis has over 22 years of experience as a project engineer and manager specializing in hydrologic and hydraulic studies involving both natural riverine and urban drainage systems. He provides technical expertise in hydraulic and hydrologic modeling, design for capital improvement and river restoration projects, development of drainage master plans, and floodplain permitting. He also volunteers on the Larimer County Flood Review Board, where he supports the community by reviewing projects that impact regulatory floodplains.

Luke Gingerich brings over 20 years of expertise in hydraulics, water rights, water resource infrastructure design, long-term planning, and water conservation. Luke collaborates extensively with local, state, and federal agencies, water conservation and conservancy districts, irrigation districts, canal companies, municipalities, and private water rights holders on water resources planning and project implementation. Luke has successfully guided numerous clients through the planning, design, and construction phases of complex water projects. Luke’s specialty is being a trusted advisor to his clients, consistently delivering innovative solutions to complex challenges.

Steve is a senior water and wastewater engineer at J-U-B with more than 30 years of experience specializing in utility planning, design, and construction across the Intermountain West. His passion is helping large and small clients solve their toughest challenges while keeping them affordable. His expertise spans system modeling and evaluation, water and wastewater treatment, distribution, and collection. Steve has led water and wastewater projects involving large municipal wells, membrane filtration, activated sludge, disinfection, outfalls, constructed wetlands, biosolids management, and septage, with a strong focus on low-energy, cost-effective solutions. He is an active Rotarian and has served in different leadership positions for WEF member associations.

With more than 30 years of experience, Alan serves as the Technical Lead for the Water/Wastewater Business Sector, working on wastewater treatment plant upgrades, pumping and piping systems, roadway reconstruction, and downtown revitalization projects. He enjoys working closely with clients from planning through design and construction to ensure project quality, schedule adherence, and alignment with project goals.

Alex has more than 22 years of experience in water and wastewater engineering, with specialized expertise in the planning, design, and construction of municipal infrastructure. He has successfully delivered projects for both public and private clients across Washington and the surrounding region. His technical background includes sewer flow monitoring and modeling, collection and lift station design, wastewater treatment facilities, water distribution systems, tank and booster station design, stormwater collection, and wetland enhancement. As a project manager, Alex provides leadership through all project phases, ensuring responsive service and effective solutions tailored to each client’s needs.

Jason is the Water/Wastewater Southeast Region Business Lead and a Project Manager with more than 22 years of experience in civil engineering. As a municipal engineer and project manager, his experience has focused on providing solutions for cities, agencies, and districts, with an emphasis in water, wastewater, stormwater, and trenchless design projects. In addition to his emphasis in water design, Jason also has a widely varied experience base to draw from including roadway, signal, utility, airport, land development, and trail projects.  The breadth of knowledge and experience that Jason brings to his clients is valuable as it allows for creative thinking and the development of innovative solutions. This skill is particularly critical on high-risk projects where out of the box thinking can reduce risk, preserve project timelines, and schedules, and manage costs on complex and challenging projects. Jason’s diversity of experience also allows him to effectively manage multidisciplinary teams, deliver high-quality projects on time and within budget, and provide responsive project and client support.

Levi serves as the Corporate Group Lead for J-U-B’s Water Treatment Group, bringing more than 23 years of experience in wastewater and water system planning, design, and construction. He has worked extensively with municipalities on treatment plant design, collection system planning, and biological nutrient removal of nitrogen and phosphorus using oxidation ditches and membrane bioreactors. His expertise includes tertiary treatment methods such as membrane filtration and upflow sand filters to achieve stringent phosphorus limits. Levi has also led EPA-funded pilot studies on heavy metals and phosphorus removal. In addition to his technical expertise, he provides quality control and assurance reviews, ensuring efficient, sustainable water treatment solutions.

For the past 25 years, Mark has served as a trusted advisor for several communities and industrial clients across southern Idaho, with a particular emphasis on water and wastewater infrastructure projects. His expertise spans project management, funding, permitting, design, and construction, ensuring seamless execution from concept to completion. Through consistent communication and collaboration, Mark has built strong relationships with local stakeholders, including regulatory and funding agencies. This cooperative approach allows him to align his client’s priorities with long-term community goals. Mark’s deep understanding of municipal and industrial infrastructure and commitment to comprehensive, client-focused solutions make him an invaluable resource for his clients.

Jestin Hurst is J-U-B’s Community Solutions Practice Area Leader and a Senior Program Manager/Engineer with over 25 years of experience in the civil and environmental industry. He is passionate about the success of the ESG and endeavors to continue their growth and environmental expertise across the company and region.  He leads J-U-B’s federal services market, leveraging decades of experience with numerous federal agencies. Jestin’s extensive knowledge of federal government programs makes him an invaluable asset to the company. Jestin excels in managing complex design and construction projects, coordinating intricate project teams to offer clients a unique resource. His proactive communication and ability to address issues before they become problems consistently result in outstanding project delivery. His diverse expertise spans civil, construction oversight/management, environmental, nuclear, and other areas. Jestin has received a Project Management Professional Certification and has managed budgets, schedules, and technical activities. Jestin is dedicated to teaching project management principles and applying best practices in all his endeavors.

Alison is a certified planner and licensed landscape architect with 20 years of experience in regional and local planning, land development, floodplain management, and watershed restoration. Her work includes multi-agency coordination between local, state, federal, and tribal governments.

Andrew leads J-U-B’s landscape architecture group, bringing 14 years of experience in the planning and design of public spaces. He provides strategic leadership and technical oversight for the firm’s landscape architecture services, supporting teams and clients across the West. He is focused on building a strong, collaborative practice—mentoring and developing staff while advancing design quality and delivering meaningful client experiences. He is passionate about planning and designing parks, trails, and public spaces that strengthen communities and enhance quality of life. He brings a thoughtful balance of creativity and technical expertise, with strengths in site planning, grading, planting, irrigation design, and complex construction detailing. His strong attention to detail and practical understanding of construction help ensure projects are both visually compelling and successfully implemented. He is committed to growing J‑U‑B’s landscape architecture group while creating community-focused, environmentally responsible spaces that have a lasting impact.

Bryant has over 20 years of experience in public involvement and facilitation, with specialized expertise in conflict resolution and consensus-based decision making. As Executive Director of The Langdon Group, he has helped lead the company’s growth from a two-person team to a multi-office organization of 20 professionals. Bryant is a skilled facilitator and project manager, working with diverse stakeholders in areas such as water resources, transportation, energy, species management, and public lands. His ability to engage participants at all levels results in effective collaboration and durable outcomes. Bryant serves on the advisory board of the University of Idaho McClure Center for Public Policy Research

Cindy is a seasoned funding specialist and grant writing professional with 22 years of dedicated service at J-U-B ENGINEERS, Inc. In 2005, she stepped into a newly created role to pioneer J-U-B’s funding department, establishing and developing the highly successful grant and loan strategy that the firm relies on today. As the Funding Lead, Cindy specializes in navigating complex federal and state funding for critical infrastructure projects—with expertise in water resources, transportation, and canal and irrigation systems. Cindy is passionate about transforming community master plans into fully funded, shovel-ready projects that modernize public infrastructure.

Derek is an environmental manager with over 18 years of experience. His focus is on leading environmental services at J-U-B through the process of environmental approvals and permitting so that things can get built. Derek works with diverse teams to overcome challenges and find win-win solutions. He has a wide range of experience and a diverse background, which complements J-U-B’s similar range of clients and project needs. He has worked on many different types of projects and with very different clients, from large-scale energy development projects with both public and private interests, to water conservation and transportation infrastructure improvements led by local, state, and federal regulatory agencies. Derek has a BS in Urban Planning from the University of Utah and an MBA in Strategic Management from the University of North Texas. Derek is a certified planner with the American Institute of Certified Planners (AICP) through the American Planning Association and brings a unique perspective to local, regional, state, and federal projects as they grapple with planning and development challenges.

Jay serves as the Technical Solutions Practice Area Lead for J-U-B, bringing more than 27 years of experience in civil and transportation engineering. Jay’s experience is broad since he started with water collection systems and storage, a fish hatchery, and environmental reports. Over the years, Jay has continued his diversification with local agency roadways, bridges, signal systems, several public building projects, government and commercial developments, roadway and site illumination, and roadway federal aid projects. Jay now primarily focuses on mentoring, coaching staff, quality control and his contract city engineering and local agency project support.

Bruce is the leader of Gateway Mapping, Inc. with more than 30 years of experience advancing GIS capabilities, building high-performing teams, and aligning technology with business outcomes. He specializes in enterprise systems, data governance, system architecture, product development, and business solution development, with a strong focus on helping organizations improve decision-making, efficiency, and long-term sustainability. Bruce has led a wide range of initiatives including enterprise system implementations, application development, data engineering, and process improvement, while consistently emphasizing practical, results-driven solutions.  He is deeply committed to professional development and organizational growth. Bruce fosters a collaborative, team-focused culture built on shared ownership, accountability, and continuous improvement.  In his spare time, he can be found running, biking, hiking, swimming or anything that puts him in the outdoors.

Geremy brings 35 years of land surveying experience to J-U-B, including 25 years as a licensed Professional Land Surveyor. As J-U-B’s Survey Discipline Practice Area Lead, he provides companywide leadership for the survey discipline, supporting survey teams, project managers, design professionals, and clients across the organization. His role includes advancing technical standards, quality control practices, project delivery strategy, staff development, resource coordination, and consistent survey methodologies across J-U-B’s offices and regions. In his corporate leadership role, he works to strengthen collaboration between survey teams and design teams, improve consistency in survey deliverables, support fee development and project approach, and mentor survey professionals across the company. Geremy has also served as an expert witness and consultant in numerous surveying-related matters, bringing clear communication, sound professional judgment, and a strong standard-of-care perspective to complex property and infrastructure challenges.

Nick brings over 30 years of structural design experience in the support of water related projects, federal projects, heavy industrial facilities, power generation and transmission, utility substation, and renewable energy clients.  His areas of expertise include the design of structures sited in high seismic and/or hurricane regions, heavy industrial buildings, long span multi-level structural pipe racks (modular and stick built), deep pile supported foundation systems to include driven piles, micro-piles, vibratory piles and helical piles, concrete cooling water basins and outflow structures, concrete lined settling/cooling water basins, structures sited in cold regions to include Alaska and western Canada, retaining wall structures, rock anchors, structures and foundations designed to resist equipment vibration (compressors, turbines, generators, large pumps), design of shallow foundation systems sited on improved soils to include deep soil mixing, vibro-compaction/replacement, dynamic compaction and rigid inclusions.

Paul has been with J-U-B since 2007 when he started as a construction observer for a small waterline project in Preston, Idaho.  Through his time at J-U-B, Paul has been involved with a wide variety of projects from small municipal projects to Multi-Million dollar infrastructure endeavors.   His strengths within J-U-B are his abilities to communicate well with the client and construction companies, as well as his ability to set priorities and goals and accomplish them in a timely manner.  Paul currently serves as the Construction Management Services Discipline Area Lead for the company.  Paul has built good rapport with municipalities and contractors and is respected among them due to the fair treatment and respect that he has shown in past projects. He is able to collaborate and work through issues effectively while, at the same time, making sure the needs of the client are met and that construction standards and specifications are followed.

Ray is J-U-B’s Electrical Engineering Practice Area Leader and former president of AEI Engineering, an electrical and control systems engineering firm that was acquired by J-U-B ENGINEERS in February 2024. He has over 35 years of electrical and control systems planning, design and construction management experience and has specialized in municipal water and wastewater projects for over 28 years. In addition to his municipality work, Ray has a broad range of experience providing electrical engineering services across most of our other major service categories. Ray is an Emeritus Member of the Idaho Board of Licensure of Professional Engineers and Professional Land Surveyors, having served on the Board from 2015 to 2025. During his tenure, he held multiple leadership roles, including two terms each as Secretary, Vice Chair and Chair. In addition to his professional service, Ray is actively involved in his community. He served four years on the City Council of Fernan Lake Village and is now serving as Mayor.

Chris is a marketing and communications professional with over a decade of experience in digital marketing, content creation, social media strategy, and visual storytelling. As Director of Communications at J-U-B ENGINEERS, Inc., he leads multi-channel campaigns, manages budgets, and drives brand growth through creative, data-informed strategies. Chris is an empowering team leader who fosters innovation and professional development. He has led successful marketing initiatives for clients across Idaho and Arizona. With a strong background in photography, videography, and editing, Chris brings a versatile creative skillset to every project and is passionate about elevating both internal and external communications.

Diana is an HR leader with over 20 years of experience in HR including benefits, employee lifecycle management, compensation, and leadership development through coaching and mentoring. She oversees the J-U-B’s HR function, driving people strategies that support business goals and foster a strong, engaged workforce. She is a collaborative leader who focuses on building effective teams, strengthening culture, and supporting employee growth. With a background in project management, process design, and system implementations, she approaches HR with both a strategic lens and a focus on what works day to day.

Jessica brings nearly 20 years of experience with J‑U‑B Engineers, Inc. She began her career as a Project Accountant, advanced into the role of Finance Manager, and currently serves as Controller. In her role, she oversees the corporate accounting, project accounting, accounts payable, and payroll teams, and is responsible for the company’s financial operations, reporting, and internal controls. Jessica is a collaborative leader who believes in building trust through transparency and empowering team members to grow professionally while fostering accountability and strong teams.

With more than 18 years of experience, Karin has been involved in many areas of the Corporate team at J-U-B. Beginning in Human Resources, she then spent time in Payroll and Finance, is currently the Director of Facilities. Since 2020, she has been overseeing and assisting in companywide lease negotiations, fleet management, and office facilities. She also serves as the Secretary for the Board of Directors since 2021 and serves as the main contact person for the Employee Stock Program.

Kasey serves as the Director of Innovation and General Manager of Gateway Mapping, bringing 25 years of experience in GIS solutions and technology. As a certified GIS Professional (GISP), he specializes in developing customized GIS applications, spatial analysis, data-driven decision-making, thematic mapping and master planning. Proficient in ESRI software and multiple programming languages, Kasey also provides training, software implementation, and on-site GIS support for public and private sector clients. Additionally, Kasey is J-U-B’s Director of Innovation, where he leads company efforts to be on the leading edge of upcoming technologies and innovative solutions.

Tory manages all aspects of information technology for J-U-B. This includes an elite IT team of professionals, networking and network visibility and optimization, servers, security, workstations, VOIP,  co-location and cloud administration and management.

Brian has over 30 years of wide-ranging experience in urban and rural transportation projects and municipal infrastructure engineering planning, design, and construction. He has worked on and managed several large civil engineering projects specifically related to urban transportation infrastructure improvements and has been involved with downtown revitalization studies and construction plan improvements throughout the Intermountain States.  Brian is involved with the American Council of Engineering Companies (ACEC) has been a member of J-U-B’s Executive Committee since 2020.

Cory Baune serves as the Chief Operating Officer and Executive Vice President at J-U-B ENGINEERS, Inc. in Coeur d’Alene, Idaho. With a primary professional focus on water and wastewater systems, Cory has successfully managed and designed numerous municipal and private projects, including water master planning, system hydraulic modeling, distribution design, wells, tanks, wastewater collection and wastewater treatment plant upgrades. Cory’s leadership skills are evident in his ability to lead teams and collaborate across various disciplines to achieve project and company goals. Cory’s commitment to excellence and his ability to navigate complex challenges make him a valuable asset to J-U-B ENGINEERS, Inc.

Shannon has more than 20 years of experience as a finance executive helping organizations navigate growth, operational change, and strategic transformation. As Chief Financial Officer at J-U-B ENGINEERS, Inc., she leads the firm’s financial strategy, accounting, facilities, and human resources functions to support continued growth, operational excellence, and long-term sustainability. Shannon is known for translating complex financial information into clear, actionable insights that support sound decision-making and strong business performance. Her collaborative and results-oriented approach helps strengthen teams, improve operational efficiency, and ensure the firm’s operational and service teams have the resources, systems, and financial clarity needed to deliver high-quality engineering and planning services to communities and clients.

Zan has more than 27 years of experience at J-U-B Engineers, progressing from design engineer to program manager. He currently serves as Chief Technical Officer and Executive Vice President for the company. His experience has focused on planning and design of water resources projects including hydrology, hydraulics and structural design. Zan’s ability to communicate and listen to clients, stakeholders and co-workers have benefited him as he works with local government, state, and federal agencies on projects of all size. He actively supports the local community through involvement at Utah State University on their Civil and Environmental Industry Advisory Board and as a volunteer National Ski Patroller at Beaver Mountain in northern Utah.

With more than 30 years of experience, Alan serves as the Technical Lead for the Water/Wastewater Business Sector, working on wastewater treatment plant upgrades, pumping and piping systems, roadway reconstruction, and downtown revitalization projects. He enjoys working closely with clients from planning through design and construction to ensure project quality, schedule adherence, and alignment with project goals.

Alex has more than 22 years of experience in water and wastewater engineering, with specialized expertise in the planning, design, and construction of municipal infrastructure. He has successfully delivered projects for both public and private clients across Washington and the surrounding region. His technical background includes sewer flow monitoring and modeling, collection and lift station design, wastewater treatment facilities, water distribution systems, tank and booster station design, stormwater collection, and wetland enhancement. As a project manager, Alex provides leadership through all project phases, ensuring responsive service and effective solutions tailored to each client’s needs.

Shane Dyer is a member of the Board of Directors and the Surface Water Business Sector Leader at J-U-B Engineers. He began working in the engineering industry in 1998 and brings more than 22 years of professional engineering experience in water resources, infrastructure, and project delivery. He holds a Master of Science in Civil Engineering and a minor in Business Management from Brigham Young University’s Marriott School of Business.

Shane is recognized for his expertise in dam engineering, hydrology and hydraulics, irrigation engineering, flood control, stormwater management, and water resources planning. He has led multidisciplinary teams on complex, large-scale projects throughout the western United States.

Shane has been recognized for both professional achievement and community leadership, including serving as President of ACEC Nevada, being named the American Society of Civil Engineers (ASCE) Young Engineer of the Year in 2014, and being recognized as one of Reno’s 20 Under 40 in 2017. He remains committed to advancing the engineering profession through mentorship, innovation, and the delivery of practical solutions to complex water resource challenges.

Steve is a senior water and wastewater engineer at J-U-B with more than 30 years of experience specializing in utility planning, design, and construction across the Intermountain West. His passion is helping large and small clients solve their toughest challenges while keeping them affordable. His expertise spans system modeling and evaluation, water and wastewater treatment, distribution, and collection. Steve has led water and wastewater projects involving large municipal wells, membrane filtration, activated sludge, disinfection, outfalls, constructed wetlands, biosolids management, and septage, with a strong focus on low-energy, cost-effective solutions. He is an active Rotarian and has served in different leadership positions for WEF member associations.

Tim has over 26 years of experience in surface transportation and currently serves on the Board of Directors and as the Idaho Region Lead for J-U-B’s Surface Transportation Business Sector. He has extensive expertise in managing both locally funded and Federal-aid projects throughout Idaho and has built his career on strong partnerships with local and state agencies to deliver successful projects that contribute to the development and growth of our communities. Tim also serves as the Alternate National Director for the American Council of Engineering Companies (ACEC) of Idaho and is an active member of the Transportation Funding and Idaho Transportation Department Liaison committees. He is a strong advocate for sustainable infrastructure funding and workforce development initiatives.

As Chairman, Tim leads the Board of Directors in their duties to provide company governance, oversight, ownership transition, and direction.  Tim also coaches the Executive Committee and supports their efforts in running the company.  As J-U-B’s Risk Manager, Tim provides the Team support in contract negotiations, claims and litigation handling, insurance coverage, and risk management training. Tim is active in professional associations that support the profession.  He currently serves as Chairman of Idaho’s Qualifications Based Selection Council, Chairman of ACEC’s National Risk Management Committee, Chairman of the University of Idaho College of Engineering Advisory Board and is member or ACEC Idaho’s Government Affairs Committee.

As a member of the Board of Directors and Aviation Services Group Manager at J-U-B, Toby plays a pivotal role in supporting not only the Aviation Services Group but the company as a whole. With a proven track record in managing general aviation contracts, he brings a wealth of project management expertise to every project. Toby’s clear and consistent communication enables him to address the needs of both his team and clients effectively, ensuring seamless execution of aviation planning, engineering, and construction projects from project formulation to completion.
