J-U-B ENGINEERS, Inc. was recently featured at a Northern Colorado ASCE event, where team members showcased both the Fort Collins office and one of the region’s most impactful stormwater infrastructure projects.
The event opened with a presentation by Lindsey Sherwood, who highlighted the J-U-B Fort Collins office and shared why J-U-B is a special place to work. Following this introduction, Brian A. Smith and Alison Korionoff, alongside Heather McDowell, Director of Capital Projects for the City of Fort Collins Utilities Department, delivered a presentation on the Oak Street Stormwater Improvements Project.
In 2018, the City of Fort Collins reevaluated and reprioritized stormwater improvement plans for the Old Town Basin. This effort identified six major storm sewer projects needed to eliminate remaining flood risk, with the Oak Street Stormwater Project (OSSP) identified as the highest priority. Design of the OSSP began in late 2020 and was completed in early 2023. Construction started in July 2024 and is anticipated to be completed later this fall. Total project costs, including construction, are approximately $44 million.
The new storm sewer system was designed to capture up to 600 cubic feet per second during a 1‑percent annual chance (100‑year) rainfall event. Key project components include:
The presentation provided background on existing flooding challenges in the Old Town Basin and outlined the selected improvement strategy to mitigate flood risk. The team discussed development and results of the integrated 2D surface and 1D subsurface stormwater model used for project design and CLOMR submittals, highlighted current construction activities, and shared lessons learned throughout the project lifecycle.
