J-U-B ENGINEERS, Inc. Elects Directors and Appoints Officers

The 2026 J-U-B Shareholders Meeting and Annual Meeting of the Directors were held in Boise on Saturday, March 21st.

Election of Directors

The shareholders elected the following Directors, each to a two-year term: Tim Blair, Shane Dyer, Toby Epler, and Alex Fazzari.

  • Tim Blair, P.E. – Director.

Tim has over 26 years of experience in surface transportation and currently serves as the Idaho Regional Lead for J-U-B Transportation Services Group. Tim serves on the Board of the American Council of Engineering Companies (ACEC) of Idaho and is an active member of the Transportation Funding and Idaho Transportation Department Liaison committees.

  • Shane Dyer, P.E. – Director.

Shane has more than 18 years of engineering experience and is J-U-B’s Business Sector Leader over the Surface Water Resources business unit. With expertise in hydrology, hydraulics, and stormwater design, he’s a licensed Water Rights Surveyor in Nevada. Shane is active in the Nevada chapter of ASCE.

  • Toby Epler, P.E. – Director.

Toby serves as Business Sector Leader over J-U-B’s Aviation Services business unit and has been a member of the Board of Directors since 2022. He has 24 years of engineering expertise in aviation infrastructure planning, design, and construction management.

  • Alex Fazzari, P.E. – Director.

Alex has more than 22 years of experience in water and wastewater engineering, with specialized expertise in the planning, design, and construction of municipal infrastructure. He currently serves as Regional Business Leader in J-U-B’s Water and Wastewater business unit. He has successfully delivered projects for both public and private clients across Washington and the surrounding region. Alex has served on the Board of Directors since 2023.

They will join the following directors who are completing the second year of their term in the coming year: Steve James, Kasey Hansen, Alan Giesbreicht, and Tim Haener.

The shareholders and Board acknowledge Brian Smith and Brian Deeter who completed their terms as Directors. Brian Deeter will now serve as a Board Advisor while Brian Smith will continue to attend Board meetings as CEO/President. Vince Loftus will continue to serve as Board Advisor until December 2026.

Appointment of Officers

Executive Committee

The Board of Directors appointed the following executive officers of the corporation, comprising the Executive Committee.

  • Brian Smith, P.E. – Chief Executive Officer and President (CEO/President).

Brian has over 30 years of wide-ranging experience in urban and rural transportation projects and municipal infrastructure engineering planning, design, and construction. As J-U-B’s President and CEO, Brian will lead the Executive Committee and be the EC’s primary liaison to the Board of Directors. Brian is involved with the American Council of Engineering Companies (ACEC) has been a member of J-U-B’s Executive Committee since 2020.

  • Cory Baune, P.E. – Chief Operating Officer and Executive Vice President (COO/EVP).

In Cory’s role as Chief Operating Officer, he will lead the five Business Sector Leaders in operating the main business lines of J-U-B.  With a primary professional focus on water and wastewater systems, Cory has successfully managed and designed numerous municipal and private projects, primarily water supply and wastewater treatment. Cory has 28 years of experience and has served on the EC since 2022.

  • Zan Murray, P.E. – Chief Technical Officer and Executive Vice President (CTO/EVP).

Zan has more than 27 years of experience at J-U-B Engineers, progressing from design engineer to program manager and has served on the EC since 2021. As Chief Technical Officer, Zan will lead two Practice Area Leaders in charge of groups supporting both internal and external clients. He will also monitor and assist our Directors of IT, Innovation, and Communications. His experience has focused on planning and design of water resources projects. He actively supports Utah State University on their Civil and Environmental Industry Advisory Board.

  • Shannon Stith, C.P.A. – Chief Financial Officer and Executive Vice President (CFO/EVP).

Shannon has more than 20 years of experience as a finance executive helping organizations navigate growth, operational change, and strategic transformation. As Chief Financial Officer, she leads the firm’s financial strategy, accounting, facilities, and human resources functions to support continued growth, operational excellence, and long-term sustainability. Shannon is the first CFO appointed by the Board to J-U-B’s Executive Committee.
