Logan 200 East Study Project Update

The City of Logan, in coordination with the Utah Department of Transportation, is moving forward with the preparation of an Environmental Assessment (EA) to analyze and consider improvements for the 200 East corridor between Center Street and 300 South in Logan. Potential improvements under review include a roundabout at Center Street, two pedestrian underpasses (under Center Street and 200 East) and the creation of a consistent roadway cross-section between 200 and 300 South. The EA will evaluate impacts of the proposed improvements to the built and natural environment along 200 East.

This project began when Logan City received a federal funding grant of about $4 million to assess transportation needs and construct improvements along the 200 East corridor between 1400 North and 300 South in Logan. The first objective of the project was to prioritize the needs of the corridor and determine how to best spend the funds. Through the process, the project team determined that the section between Center Street and 300 South was the highest priority for the City. Improvements in this section will be funded with the federal grant. The EA will evaluate all potential impacts prior to construction.

Other areas of the 200 East corridor will not be further evaluated as part of the current EA. However, Logan City is working to identify additional funding to address other high priority areas along 200 East, including the intersections of 500 North, 700 North and the Mount Logan Middle School area. As funding is identified, these areas will be addressed with future city projects. Further environmental studies may be required in these areas prior to construction.

It is expected that the EA will be completed by the end of 2008, design will continue through Summer 2009 and construction will begin in Spring 2010.

Public Input continues to play a vital role in the environmental process. During 2007, three public open houses were held to distribute information and solicit feedback from local residents. Additionally, the project team appointed a Citizen’s Advisory Committee that met regularly to evaluate proposed improvements, and to identify potential conflicts and solutions. The public will also have an opportunity to comment on the EA at a public hearing that is tentatively scheduled for early Fall 2008.
