With J-U-B: Since 1977
Credentials: Licensed Professional Engineer in Idaho. B.S. and M.S. in Civil Engineering from the University of Idaho.
Experience: Kirby has been responsible for the planning, design, and construction of numerous water and wastewater treatment facilities, both municipal and industrial. He also has experience in solid and hazardous waste management. Kirby is well known and respected in the engineering community. His technical proficiency and his commitment to engineering ethics have earned him the respect of the engineering community. Kirby has recently taken a senior executive position with J-U-B and will continue to contribute to the success of J-U-B and their valued clients.
George L. Wagner, P.E.
Boise, Idaho
Position: Chairman of the Board of Directors
With J-U-B: Since 1979
Credentials: Licensed Professional Engineer in Idaho. B.S. and M.S. in Civil Engineering from the University of Idaho.
Experience: George has provided infrastructure planning and design services for many Idaho Communities including Boise, Nampa, Caldwell, Wilder, and Payette Lakes Water and Sewer District. His focus today is making the tools and resources available that allow the client champions at J-U-B to implement successful projects with our clients.
Lee E. Cammack, P.E., L.S.
Kaysville, Utah
Position: President and CEO. Board of Directors
With J-U-B: Since 1991.
Credentials: Licensed Professional Engineer in Utah. Licensed Land Surveyor in Utah. B.S. in Civil Engineering from
Brigham Young University.
Experience: During his time with J-U-B, Lee has worked with communities, agencies and districts on a variety of projects related to infrastructure and planning of public facilities. Projects have included water resource development and delivery systems, wastewater collection and disposal, and transportation. Prior to joining J-U-B, Lee was employed at both the municipal and county levels; experience that he has used to help communities identify and address infrastructure needs.
Troy M. Green, P.E.
Kennewick, Washington
Position: Executive Vice President. Board of Directors
With J-U-B: Since 1989.
Credentials: Licensed Professional Engineer in Washington, Oregon, North Carolina, Mississippi. B.S. in Civil Engineering from the South Dakota School of Mines and Technology.
Experience: Troy’s area of expertise is in agricultural, municipal and industrial water and wastewater systems. His other specialties include Water Conveyance Systems, Sewage Treatment Systems, Hydraulic Engineering, Water Conservation, Pipeline Design, and Industrial Process Water Treatment. He served as J-U-B's Kennewick, Washington Regional Manager from 1999 through 2004.
Tim Haener, P.E.
Boise, Idaho
Position: Executive Vice President, Board of Directors. Area Manager – Boise, Idaho.
With J-U-B: Since 1997
Credentials: Licensed Professional Engineer in Idaho, Utah, Washington. B.S. in Civil Engineering, University of Idaho. M.S. in Environmental Engineering from California State University, Long Beach.
Experience: With over 18 years total experience, Tim works in the areas of infrastructure master planning, financing, and program implementation. He is also active in business organizations including current roles as the Government Affairs Committee Chairman for ACEC-Idaho and is active on the National ACEC Business Practices Committee. Civic volunteer efforts include chairman of the St. Mark’s School Board in Boise and member of the University of Idaho Civil Engineering Advisory Board.

Dale R. Baune, P.E., L.S.
Coeur d’Alene, Idaho

With J-U-B: Since 1983.
Credentials: Licensed Professional Engineer in Idaho and Washington. B.S. in Civil Engineering from the University of Idaho. M.E. in Traffic Engineering from the University of Idaho.
Experience: Dale has 34 years of experience in design and project management on all aspects of rural and urban roads. Special/unique projects include design and project management of ten downtown street revitalization projects, design and project management on 45 miles of bicycle/pedestrian trail projects, boat launch and parking facility design in four locations, design and project management on over 100 miles of rural and urban roads, and project management on many rural and urban bridge projects. In 1992 Dale was designated the Regional Manager of the Coeur d’Alene office.
Chuck A. Larson, P.E.
Salt Lake City, Utah

Credentials: Licensed Professional Engineer in Utah, Idaho, Nevada, Oregon, Washington, and Colorado. Graduate of the University of Idaho.
Experience: Chuck specializes in Traffic and Transportation Engineering, Airport Engineering, Street and Highway Engineering, and Project Management. He has more than 25 years of transportation-related experience with communities, counties, airports, highway districts and state highway departments.
David R. Day, MBA
Orem, Utah
Position: Vice President. Board of Directors. Area Manager – Orem, Utah. President of Gateway Mapping.
With J-U-B: Since 1988.
Credentials: Master’s degree in Business Administration.
Experience: In 1990, David co-founded Gateway Mapping, the GIS division of J-U-B. David specializes in GIS Master Planning for organizations that need direction with GIS implementation. He has developed and managed mapping and GIS projects for public utilities including water, irrigation, sewer, electrical, and storm drainage; risk management; districting; transportation; and cemeteries. David worked closely with the Utah Division of State History to develop a funding program to help cemeteries modernize record-keeping using GIS.

Douglas E. Ensor, P.E.
Spokane, Washington

Credentials: Licensed Professional Engineer in Washington, Oregon, and Idaho.
Graduate of Washington State University.
Experience: Doug specializes in water resources with more than 30 years experience in Civil and Agricultural Engineering. Projects, for both public and private sector clients, have included; municipal water system infrastructure, wastewater collection and pumping, industrial wastewater land application, irrigation, hydroelectric power generation, aquaculture, fish protection and fish passage.

Paul Fisk, CPA
Boise, Idaho
Position: Corporate Secretary/Treasurer, Chief Financial Officer
With J-U-B: Since 1992
Credentials: Bachelor of Science in Accountancy, Licensed Certified Public Accountant
Experience: Mr. Fisk is responsible for all financial and accounting activites of J-U-B. Prior to joining J-U-B, Paul spent 19 years with Arthur Andersen & Co. in several financial and administrative positions.
Rhonda Wilton
Boise, Idaho
Position: Director of Human Resources

Credentials: B.S. in Business Administration at Northwest Nazarene University.
Experience: As the Director of Human Resources, Rhonda Wilton is responsible for overseeing recruitment, compensation, benefits administration, and employee relations. She brings over 15 years of invaluable experience in management and leadership skills. She has a diverse background in Human Resources, finance, and project management.
