Credentials: Licensed Professional Engineer in Idaho and Washington. B.S. in Civil Engineering from the University of Idaho. M.E. in Traffic Engineering from the University of Idaho.
Experience: Dale has 34 years of experience in design and project management on all aspects of rural and urban roads. Special/unique projects include design and project management of ten downtown street revitalization projects, design and project management on 45 miles of bicycle/pedestrian trail projects, boat launch and parking facility design in four locations, design and project management on over 100 miles of rural and urban roads, and project management on many rural and urban bridge projects. In 1992 Dale was designated the Regional Manager of the Coeur d’Alene office.

Credentials: Licensed Professional Engineer in Utah, Idaho, Nevada, Oregon, Washington, and Colorado. Graduate of the University of Idaho.
Experience: Chuck specializes in Traffic and Transportation Engineering, Airport Engineering, Street and Highway Engineering, and Project Management. He has more than 25 years of transportation-related experience with communities, counties, airports, highway districts and state highway departments.

David R. Day, MBA

Orem, Utah

Position: Area Manager – Orem, Utah, Vice President, President of Gateway Mapping.
With J-U-B: Since 1988.
Credentials: Master’s degree in Business Administration.
Experience: In 1990, David co-founded Gateway Mapping, the GIS division of J-U-B. David specializes in GIS Master Planning for organizations that need direction with GIS implementation. He has developed and managed mapping and GIS projects for public utilities including water, irrigation, sewer, electrical, and storm drainage; risk management; districting; transportation; and cemeteries. David worked closely with the Utah Division of State History to develop a funding program to help cemeteries modernize record-keeping using GIS.

Spokane, Washington

Credentials: Licensed Professional Engineer, Idaho and Washington. B.S. in Civil Engineering from the University of Idaho.
Experience: Dave has more than 26 years of civil engineering design and project management experience. Dave has managed numerous road and transportation related projects both small and large scale. Most recently, Dave was the project manager for the APWA award-winning Post Street Revitalization and Two-way Conversion for the City of Spokane.

Brian Deeter, P.E.

Kaysville, Utah

Credentials: Licensed Professional Engineer in Idaho and Utah. B.S. in Agriculture and Irrigation Engineering. M.S. in Civil Engineering Hydraulics from Utah State University.
Experience: Brian’s areas of expertise include secondary and culinary water modeling and design including distribution, transmission, and storage; storm drainage modeling, design, and master planning. He has a strong background in municipal engineering in general and has served as city engineer for several cities in Northern Utah.

Brian D. Smith, P.E.

Fort Collins, Colorado

Position: Area Manager – Fort Collins, Colorado

Credentials: Licensed Professional Engineer in Colorado, Idaho, and Wyoming. B.S. in Civil Engineering from the University of Idaho.
Experience: Brian has more than 16 years of civil engineering design and project management experience. Brian’s primary focus of expertise is transportation engineering. His experience includes projects ranging from small local road improvements to large collector / arterial roadway reconstruction with construction budgets in excess of $10 million. Brian has also successfully completed several urban “downtown” reconstruction projects involving significant public involvement and decorative streetscape improvements. Brian is currently active in Professional Engineers of Colorado and ACEC.

Robert E. Hegstrom

Twin Falls, Idaho

Credentials: A.S. in Computer-aided Technology. Management from Lewis Clark State College
Experience: With his practical experience in construction and demolition coupled with his education in management, he has managed Municipal Water and Wastewater projects including the integration of computerized Supervisory Control and Data Acquisition (SCADA) systems for many communities. Prior to J-U-B, Rob worked for several large food processors on expansion projects in Idaho, Washington, Oregon and Minnesota, giving him broad experience in the private sector.

Tim Haener, P.E.

Boise, Idaho

Credentials: Licensed Professional Engineer in Idaho, Utah, Washington. B.S. in Civil Engineering, University of Idaho. M.S. in Environmental Engineering from California State University, Long Beach.
Experience: With over 18 years total experience, Tim works in the areas of infrastructure master planning, financing, and program implementation. He is also active in business organizations including current roles as the Government Affairs Committee Chairman for ACEC-Idaho and is active on the National ACEC Business Practices Committee. Civic volunteer efforts include chairman of the St. Mark’s School Board in Boise and member of the University of Idaho Civil Engineering Advisory Board.

Credentials: Licensed Professional Engineer in Utah. B.S. in Civil and Environmental Engineering. M.E. in Civil Engineering from Utah State University. Experience: Zan has expertise in municipal and structural engineering. He has completed projects including municipal planning studies, infrastructure master planning, detailed design of water, sewer and storm drain systems, buildings and transportation structures. Zan recently served as president of the American Society of Engineers - Northern Utah Branch.

Experience: With 20 years of engineering experience, Ben’s areas of expertise include irrigation systems, urban stormwater drainage, hydraulic engineering, environmental review and planning, water conservation, water conveyance systems, pipeline design, sewage collection systems, and grant and loan applications. He is an active member of the American Society of Civil Engineers and the American Public Works Association.

Experience: Kent has worked in both the private and public sectors for more than 17 years. His primary area of expertise is in the municipal water and wastewater infrastructure including pumping facilities, storage reservoirs, pipelines, hydraulic modeling and construction management. Kent has also been the engineer for several municipalities and cities and is active with the future cities competition in Idaho.

Experience: Cory has over 8 years of civil engineering design and project management experience. Cory’s primary area of expertise is water system and wastewater system engineering. His experience includes projects ranging from small water distribution and sewer collection improvements to large treatment plant upgrades. Cory has also facilitated the development of many water and wastewater master plans. He is a member of AWWA and is involved in local community organizations.

Dan Adams, MA

Experience: Dan has over 10 years of experience in designing and facilitating complex environmental and public policy disputes across the United States and he brings a systemic approach to his work. Dan has designed multiple processes that bring diverse stakeholders together to resolve tough problems and has mediated over 150 cases. In 2006, he created the Five Principle Approach to community infrastructure and environmental disputes based on community leadership and early implementation of Planning, Engineering, Environmental, Public Involvement, and Funding. Dan focuses his work in the Western United States and resides in Eagle, Idaho.
