Overview
The City of Filer hired J-U-B to provide wastewater treatment facilities planning, design, surveying, and construction engineering services due to concerns regarding future population growth and compliance with their NPDES and Reuse Permits.
From the facilities planning effort, the City selected a new 0.5 mgd membrane bioreactor (MBR) treatment plant to replace their existing lagoons. The new treatment plant includes an influent pump station, influent screening and (future) grit removal, anaerobic basins, anoxic basins, aerobic basins, membrane basins, ultraviolet disinfection, and biosolids holding and dewatering. J-U-B completed the planning and design of the improvements, and the facility began operation in September 2011.
The City has long term plans to utilize effluent from the MBR plant for direct reuse in a pressure irrigation system to off-set potable water demands. As such, the plant was designed with the capability to produce Class A effluent in the future. The City’s NPDES and Reuse Permits are also being updated as part of the project.
